Introduction

The Department of Education and Science (DES) was created as one of the first steps towards creating a new education system. It was followed by the creation of a legal and professional infrastructure to facilitate the fundamental reformation of the education system (5 + 4 + 3-4 in the general and professional education as well as the Bologna agreement for high education), and the establishment of the Ministry of Education, Science and Technology in March 2002 .During the period of time it took to establish this system the private schools flourished.

In Kosovo primary and low secondary education for everyone aged 6 to 15 years is mandatory. By law, Kosovo guarantees equal equation to all communities. Primary and secondary education in Kosovo are free of charge and are financed by the budget of Kosovo. 

Education is available in both public and private institutions. There are many options when it comes to choosing an educational institution. Examples of both are provided below. 





Preschool education:


The preschool education system is divided into three levels:

1.Kindergarten (children 1-2 years old)

2.Kindergarten (children 3-4 years old)

3. Pre-primary class (children of 5 years old).

In the academic year 2012/2013, there were 8 preschool institutions in Pristina. The total number of children enrolled in these institutions was 1,886 out of which 874 were females. The ethnic composition in these institutions in the same academic year was 1,858 Albanians, 6 Bosnia's and 22 Turkish.

Primary and Low Secondary Education


According to the law the primary education (1-5) and low secondary education is mandatory for everyone. The mandatory education begins when the child reaches 6 years of age (the minimal age of mandatory education. The low secondary education is the second phase of mandatory education which includes classes 6-9, generations 12 to 15 years of age, respectively. The education in primary schools in Kosovo is held in five languages: Albanian, Croatian, Turkish, Bosnian, and Serbian.

In Prishtina, in the academic year 2012/13, there were 59 schools out of which 57 provided lectures in Albanian language only and 2 schools that provided mixed language lectures.Total number of students as of 2013 was 32,140 out of which 15,476 were females.The average number of student per class in Prishtina in the academic year 2012/13 was 24.6.In the same academic year, primary and lower-secondary education was attended by 31,898-Albanians, 23-Bosnians, 64-Ashkali, and 152-Turkish.



High Secondary education, Gymnasiums, and Professional schools


The high secondary education is divided in two main types of education: the general and professional education. The high secondary education lasts 3 years. All students are entitled to pursue this level on voluntary basis. The main goal of the secondary professional education, which includes professional schools, is to prepare the students for labor market, but it also offers possibilities of applying for higher post-secondary or university studies. This type of education is organized in eight types of schools, where the classes are held in several profiles.Notable High Schools in Kosovo are Gjimnazi Sami Frasheri, American School of Kosovo, Don Bosko, Xhevdet Doda etc.

Special Education


In accordance with the law on education, the rights to special education in Kosovo have those children that don’t have or are not able to have normal education. In Kosovo there are total of 7 schools for special education and 64 adjoining classes. However,during the 2011/12 academic year, only 33% of children with special needs were enrolled in education institutions.This means too many children are missing out on their right to have their abilities developed early and arrive in school with an inadequate learning foundation.

To help the special education sector in Kosovo in coordination with MEST and Municipal Education Directorates, UNICEF has continuously supported the capacity development of teachers in 7 municipalities with 7 pilot schools through three Training of Trainers workshops with 3 Modules on inclusive education.

Homeschooling in Kosovo


Legal status of homeschooling: Despite legal provisions that recognize the option of home schooling, there are no arrangements for its implementation in Kosovo. By law, “if the municipality estimates that a child of compulsory school age in their area is not receiving suitable education, either by regular attendance at school or otherwise, and is not the subject of permanent expulsion under the Law, it shall serve a notice in writing on the parents requiring the parents to satisfy the municipality within the period specified in the notice that the child is receiving such education whether at home or otherwise.” And further, “if the parents respond that the child is being educated outside the formal education and training system, either publicly-funded or private, the arrangements made by the parents, and the inspection arrangements, shall be subject to the approval of the Ministry, having consulted the relevant municipality” (Pre-University Law, 2011).

Higher Education


It can be received in Universities and Institutions of high professional education. This can be done in public or private institutions. These educational institutions offer studies for Bachelor, Master and PhD. The students may choose full-time or part-time studies.

Under the Ministry of Education, Science and Technology was established the High Education Department (HED). The primary duties of the HED are planning and overseeing of the development of high education system. HED also carries out the Recognition of documents obtained from studies abroad and verifies the documentation of our citizens willing to study abroad.

The Kosovo Strategic Plan for Higher Education in Kosovo (KESP) for the period 2011-2016 is entering its third and final implementation phase, while the new KESP for the period 2017-2021 is in the process of development.

Public Schools


 Public schools are educative institutions that get their funding from sources such as state, local municipalities and federal governments. Their services are those of general education to children from kindergarten to the 12th grade. Public schools can also be on higher education levels. 

Kosovo, in its public education system includes 43 pre-school institutions, 952 primary and lower secondary schools, 119 high schools, and 9 public higher education institutions. In addition to these institutions, there are 88 and 180 or 240 ECTS credits ends with a Bachelor's degree.


Public Preschool Education

In Kosovo's 22 municipalities there are 43 public institutions that work with preschool education. In these 43 public preschools there are 22,157 children. However the number of these institutions is not nearly enough compared to the number of children in Kosovo. The most affected group are children of the age from 0 to 5.

Public Elementary Education

Regarding the elementary education institutions there are about 952 that contribute on the education of children. These institutions include primary schools (grades 1 to 5) and secondary schools (grades 6 to 9)

Primary and lower-secondary education is compulsory and consists of two levels. In the first level are included classes 1 to 5 (primary) and in the second level classes 6 to 9 (lower-secondary).These institutions are attended by children aged 6 –15.

In Prishtina, in the academic year 2012/13, there were 59 schools out of which 57 provided lectures in Albanian language only and 2 schools that provided mixed language lectures.

Public High School Education

When we talk about pre-university level education we are basically talking about high schools. In Kosovo there are about 119 schools where the youth (grades 9-12) can get educated.

The OSCE report on “Communities’ Access to Education” assesses pre-university education access for non-majority communities in Kosovo at the municipal level, and it covers the data and information gathered in the period between 2014 and 2017. It evaluates the education system of Kosovo in relation to the institutions’ legal framework of the country, while the Serbian curriculum gets a factual overview in this report.

At the end, the report presents conclusions and recommendations for the Ministry of Education, Science, and Technology at the central-level as well as municipalities at the local level regarding communities’ access to education.   The report is available in English, Serbian and Albanian language.

 

Xhevdet Doda Gymnasium(High School)

The Xhevdet Doda Gymnasium was built in the beginning of the 20th century and served as a prison in the interwar period. It hosted different schools before it finally became home to the Xhevdet Doda Gymnasium until 2007. Located in the heart of the city, during the ‘90s, it was the only Albanian-language high school allowed by the Milosevic regime to remain in its facilities. This was a propagandistic maneuver by the regime to support its claims that Albanians were leading normal lives. The building’s demolition in 2008 to build the Mother Teresa Cathedral, a proposal set forth by President Ibrahim Rugova, erased the abundant history of this site entirely.

Sami Frashëri Gymnasium (High School)



The Sami Frasheri a selective entry gymnasium with two campuses located on the same street in the town square PrishtinaRepublic of Kosovo.The school is highly regarded for academics. The school is among the oldest in Prishtina and Kosovo, and it holds the name of the writer, philosopher, playwright and prominent figure of the Albanian Renaissance Movement, Sami Frashëri

Founded in the early 1900's as Kosovo's first Albanian language high school.

The "Sami Frashëri" Gymnasium continues to overcome many different situations as a growing school and among the best gymnasiums in the Balkans.

There are around 107 employees at the school among them, 2 speakers, 1 librarian, 1 secretary, 92 teachers in the Albanian language and 9 teachers in the Turkish language. The school has around 11 maintenance workers.

 Higher Education

For the Kosovo's higher education system there is a regulated law named The Law on Higher Education of 2011. In order for your diploma to be recognized the institutions must be accredited. In Kosovo regarding the public sector of higher education there are only 9 institutions. The number of the youth that are attending universities has risen steadily. In 2004 there were only 40000 student, on the contrary the number of students in 2015 was increased to 122,000. There are a number of issues that are present in Kosovo's higher education system. These include ethnics separations, corruption, political abuse from the government etc. Student of Kosovo are mostly focused on the fields of social sciences, business and law.

The Strategy for the Development of Higher Education 2010-2015 has gone through the final stage of implementation which has resulted with the promotion of an all-inclusive education policy and the enhancement of a higher education quality assurance system. 

The Kosovo Strategic Plan for Higher Education in Kosovo (KESP) for the period 2011-2016 is entering its third and final implementation phase, while the new KESP for the period 2017-2021 is in the process of development.

Another document affecting the development of the higher education is the National Research Program approved by the Kosovo Parliament in 2010 which defines the measures for research promotion and national research priorities for the period 2010-2015.

In addition, the Ministry of Education, Science and Technology (MEST) in cooperation with the Ministry of Trade and Industry(MTI), and the Ministry of Economic Development(MED), has drafted the National Innovation Strategy 2013-2020, which greatly supports the triple helix approach bringing together academia, research and industry.

The mission of ASK is embedded in the history of Kosovo. As a new republic was born in 2008, the American School of Kosova was already established. ASK was envisioned by founder, Mr. Ardian Hoxha,  in 2003 to give hope to the country of providing quality education which would contribute to building a stronger country and a better future. The American University of Kosovo (RIT)


A.U.K is Kosovo’s only non-profit private institute of higher education offering USA accredited degrees in Kosovo though its partnership with Rochester Institute of Technology (RIT). RIT is accredited by Middle State Commission on Higher Education (msche accreditation). The approval of the academic program includes major concentrations in Economics and Statistics; Management; Public Policy; Multimedia and Visual Communication; Information Technology and Multimedia and Network Design; and minors in Economy; International Relations; Legal Studies and Public Policy.

Kolegji AAB



AAB College is the first non-public institution of higher education in Kosovo. AAB College was established after the war in Kosovo when new socio-economic and cultural circumstances appeared for Kosovo citizens by breaking so the settings of a long monopoly of education in our country.

In its beginnings, our institution has offered different study programs in the field of Art and Mass Communication continuously expanded with study programs in other areas and thus becoming an academic center in the country and the region and to serve as a model institution of higher education not only in Kosovo but also in the region. AAB College is the biggest investment in Kosovo in the field of education.     We can cite the constitution and any particular laws as well. Is there a Ministry of Education, or other type of institution that oversees education?

    For example, is education mandatory for all citizens or residents? to what level? Is it free?

  44. Regarding the Public Schools section and all the other parts of the wiki I think we should cite the pictures underneath the picture. You can take as an example the way that I cited the University of Pristina logo.

  54. I would suggest working on structuring the statistic part with the tables as they are a little misplaced and also would prefer neutral colors on the tables of the contributors as it looks very detached from the rest of the page, other than that the work is well done!
