I see that Time's links are really good since they give examples of artists who actually did this type of work. And yeah Kastriot i really do like your idea about using a project that someone did at AUK with recycled materials.

kastriot can you briefly explain what your art project that you worked on in visual art please

it is the portrait of one of the workers of AUK who died couple of years before. we worked on the piece with scrap metal using different forms. all is left is to take a pic of it

There's not defined the first person but there are mentioned some artists that helped on evolving the recycling in art.
