Think of your wiki as a house. Permissions are the key to getting into the house from the outside, they are the first level of security for the house. Restrictions are are the key to individual rooms or sections of the house. You have to be able to get into the the wiki space/house with Permissions , before you even have to worry about the locks on rooms inside the house with the Restrictions.

Generally you only need to use Restrictions if a page or a page and its children require a different set of security compared to the rest of the wiki space. For example, a wiki for a club may be set up in Permissions so all members can view and edit pages, but you might have a Leadership page with Restrictions on it so only members of the leadership team can view and edit that page and it's children.

Remarque
titlePage Restrictions do not grant access to the wiki

If a user is not granted permission in the Space Permissions, either directly or through a group they are a member of, adding them to Page Restrictions will have no effect.

Please review the Giving RIT users access and Space permissions documentation to review how to grant people access and set up the permissions on Granting users permission to view and use your wiki space documentation for details.
