Budget outside of the College specific budget is a black box. These are not shared with the Colleges.
Budget amongst the Deans has been shared in the past but this is not a formal process.
Budget requests are done on a college by college basis.
Deans have little flexibility in how budget is used. Monies must stay in within their assigned categories. Deans have college discretionary funds but these vary. Annual budgets are strictly delimited.
Deans wish to be more like CEO's rather then COO's.
Budget process needs to be more open and should incentivize novel and succesful uses of budget (savings, calculated risk, etc.)
Academic cost model has been flat. Rising costs are on the Institute/Admin side. This needs to be accounted for so that people understand what is happening.
